So be sure you have your teams in Iowa Falls ready to play at 9:00 AM Saturday May 6.

Be sure to bring with you a copy of CIPP registration, Health insurance and Photo ID.

You will be asked for it by the union officials at the 8:00 Catptains meeting

The format for the tournament in Iowa Falls will be similar to the 1999 format.  There will be no party organized by the host club.  The Iowa Union, Midwest union and USARFU have spoken in the past about club behavior and responsibility.   The addition of Youth and High School programs participants should learn by our example of professionalism.  We all are held accountable for the progress the sport of Rugby will take over our generation.   Anyone is welcome to visit the local establishments and have a good time.   Please conduct yourselves professionally and please designate someone in your group to be the driver. 

Camping will be allowed again at the facility.  For those wishing to camp we ask the noise after midnight be held down as best as possible.  Last year the local law enforcement and the Sheriff made several passes through the campgrounds and we a welcoming them back this year.   Please use the fire rings for camp fires and we ask that driving be done in designated routes only and under 10 MPH or you will be asked to leave the camping area.

All Iowa Tournament Participation Requirements

 

1.        All clubs must be compliant and in good standing with the Iowa, Midwest and USA Rugby Unions.  All dues must be paid in full.

2.        All Players must be CIPP compliant, have proof of health care coverage and bring photo I.D.  The team should make copies of all this information and supply this with your entry.  The union officials will ask for this information the morning of the tournament.  Have copies ready and with you!

3.        Entry fees must be paid to the host club by April 24, 2000. Returned with a roster containing player’s names and CIPP numbers.  A copy of the USARFU CIPP registration page works best.  This may be obtained at www.usarugby.org.   IF ENTRY FEE IS NOT RECEIVED BY 4-24-2000 YOUR TEAM WILL NOT BE INCLUDED IN THE PAIRINGS.

4.        If a team check bounces, you must make this check good with the host team prior to the next tournament or you will not be participating in the following year All Iowa Tournament.

5.         All players must be listed on a team’s roster in order to participate in the tournament.  A player may not play for any other club or team than the one in which they are listed.  A Club entering two teams in the tournament will submit two rosters, an A and B roster.  If the club’s two entries are competing in the same division they may not share players.  If the club’s two entries are in two different divisions, a player listed on the A side roster is not allowed to play on the B-side.  However a B-side player may be called up to fill an open position on the A side.  Once this player participates in an A side match he/she may not return to B-side play.

6.         Players not attached to any club may play in the tournament as long as they are listed on a club’s team roster and are CIPP compliant, have proof of health care coverage and a photo I.D.

 

All Iowa Tournament Rules

               

1.        Captains meeting will be held at 8:00 AM and will commence at 8:00 AM.  The meeting will be held by the

Iowa rugby union officials, head referee and tournament hosts.  Any questions regarding pairings and tournament will be addressed by the union officials.  Any questions regarding match play will be addressed by the head referee.  If you have questions this is the time to ask.  Matches will begin promptly at 9:00 AM.

Pairings, match times, referee assignments and field assignments these are will be given at tournament headquarters located at the east end of the shelter area next to the concession area.

2.        Ten minutes prior to scheduled match time a team will be expected to have all players and a touch judge near  the assigned field of play. Five minutes prior to kick-off the assigned referee will call for captains. The referee may ask for CIPP and photo I.D. and do a boot check of participating players. 

3.        In the event a teams participants are not available at the time a referee asks for captains they are considered late.  If late players do not arrive during the five minutes prior to kick-off the match will begin on schedule even if it means your team will play with less than 15 players.   Late players arriving after kick-off may only join the game during a dead ball period.  If a team elects to delay the kick-off for late players, the team captain will ask the referee for five minutes and the opposing team will be awarded 7 points.  After the five-minute waiting period the game must commence or a forfeit must be awarded to the team ready for play.

4.        All Players must be CIPP compliant, have proof of health care coverage and bring photo I.D.  Use of a non-compliant player will result in a forfeit of the match.

7.         All players must be listed on a team’s roster in order to participate in the tournament.  A player may not play for any other club or team than the one in which they are listed.  A Club entering two teams in the tournament will submit two rosters, an A and B roster.  If the club’s two entries are competing in the same division they may not share players.  If the club’s two entries are in two different divisions, a player listed on the A side roster is not allowed to play on the B-side.  However a B-side player may be called up to fill an open position on the A side.  Once this player participates in an A side match he/she may not return to B-side play.  If a team is short due to injury, they may ask the opposing team prior to kick-off if players may be used from another team or roster.  The opposing team has a choice to demand a forfeit and not play the game, demand a forfeit and play the game, or play the game and let the outcome of the game determine the final standings. 

5.        All play will be governed by current USARFU rules and regulations.  USARFU substitution regulations will apply.

6.        All matches will be 25-minute halves except the championship matches will be 40-minute halves.

7.        A player ejected from a game for misconduct will be ineligible to play for the duration of the tournament and disciplinary actions will be filed with the respective unions.

8.        Matches resulting in a tie after regulation time will be decided as follows:

A)     Two five minute periods of sudden death fifteens will be played. The first team to score is declared the winner.  If after the first five minute period no team has scored the teams will switch ends and resume play.

B)      If still tied, the teams will play two seven-minute periods of sudden death 7 a side rugby.  The first team to score is declared the winner.

C)      If still tied; each team will be given five drop kicks at post using five different players from the 22-meter line.  The team making the most kicks after the round will be declared the winner. If still tied the teams will complete consecutive rounds of kicks until a winner is declared.                                             

9.        Divisional ties will be decided as follows:

A)     Head to Head competition results.

B)      If tied then largest total point differential.

C)      If still tied then total number of tries.

10.     The All Iowa Tournament seedings are done from the previous years tournament results.  Teams finishing last in their respective divisions may either become the number 1 seed in the next lower division or remain in the previous years division and take the next to last seed.  New clubs or teams will become the last seed in the lowest division available.

11.     Everyone must have fun!  Please conduct yourself responsibly.
